I would kindly ask you to clarify an issue for me. In the notice of competition, it says that every candidate has to score at least 3 (out of 10) in every competency. However, each competency is graded through two exams, so I would like to know if each of these grades has to be higher than 3, or the average of the two grades has to be above 3. For instance, if someone’s resilience scores are 2.8 in Oral Presentation and 5.0 in Structured Interview, so the average is 3.8, does this meet the criteria set in NoC?

I confirm that each competency will be assessed through at least two methods to ensure validity and reliability. The average has to be equal or above 3, not the single marks.

Dear EPSO team,
According to the Notice of Competition a thorough knowledge (level C1) is expected from the Candidates for this competition. However, having taken the test on Friday March 15th and having talked to other candidates, some of whom have also taken the translator tests (level C2), it seems that this test was much closer to the C2 than to the C1 level. For the sake of transparency, could you please let us know what procedure EPSO has in place to ensure that its tests correspond to the correct level of language proficiency and if such a procedure was followed during this competition.

Candidates who will fail the language test will indeed be informed about the test result before being invited to the other Assessment exercises, so that they will be able to make a choice whether they want to come or not to the other Assessment exercises. Please note that, as stated in the Notice of Competition, the Case Study (and the Croatian language test) is an integral part of the Assessment Centre. Admitted candidates have therefore the right to attend all parts of the Assessment Centre.

However, we got many contradictory information about AC exercise. In reply to some prevoius posts, you (or one of your colleagues) stated that we will be informed about results of the CS and language test before we are invited for the second half of the exercise. As I live closer than 200km from Brussels, I have to bear all the expenses so, to me, it would be very convenient to know the results before I decide to travel to Brussels again. Could you please clarify when the candidates will get the results of the first part of the AC exercise?

If you fail this Croatian language test (with less than the pass mark of 8 out of 10), your name will not be shortlisted in this reserve list, even if you are successful in the other Assessment exercises. You will be informed regarding the Croatian language test results before being invited to the other Assessment exercises. You will then be able to decide whether you will take part in the other Assessment exercises or not.

I did receive a booking confirmation cencerning the language test in Brussels at 02:00 pm, but not regarding the case study at 09:30 am at the Committee of the Regions. Is it ok to rely solely on the invitation to case study AND language test? And could you please be so kind to provide me with some contact details from the Committee of the Regions in case of a delay? Hello,
I have a question concerning handwriting in case study. I PREFER TO WRITE ALL UPPER CASE LIKE THIS since my handwriting is very untidy. Will that be tolerated since the point of case study is evaluating certain competencies, not spelling (i.e. ability to distinguish upper/lower case)?
Also, what is the expected length of our essay? Could you give an approximation at least ( e.g. word count).

Hi Krunoslav,
If you think that your handwriting would not be legible enough for the selection board to correct it, we do not have any restriction if you write your essay it all with upper case.
There is no specific length expected for the case study. Candidates have to write their essay taking into account the instructions & info received, and relying solely on the material available. As you mentioned, it will be competency based, and the competencies to be tested are indicated in the notice of competition.

There are some questions I would like to ask before the test:
1.) Concerning the handwriting in case study I believe I’m in an awkward position because of my untidy handwriting. For the past few years (since high school) I’ve been using strictly UPPER CASE TO ENSURE IT IS ELIGIBLE. Will that be acceptable at the case study or should I be writing script (which will be a lot harder for me)?
Also, I may be Dysgraphic which is an argument for using upper case only although it doesn’t take account of small/upper case spelling differences.
2.) How long (in terms of word count) is the case study supposed to be? I mean it surely depends on the material but some approximation would be useful.
3.) This one is not so important but I would like to know if the English sample of language test (http://europa.eu/epso/doc/sa-en002t_en.pdf) is for perfect or thorough knowledge assuming those two levels of knowledge are distinguishable in this example.

I am confused about something written in the instructions for the case-study. It says there that we will find on our desk:
-1 ball-point pen;
-an envelope to which we should affix one of our name labels;
-the first sheet containing our details;
-some sheets of lined paper
-some paper for rough work.
When and where will we get those name labels? Also, what should we do with the first sheet containing our details since it says: “insert your manuscript, rough paper and test paper into the envelope (documents may not be removed from the room)”, and the first sheet is not mentioned.

Two days ago I received a letter stating that there are two locations for the language test and that I should come to the one stated in the letter that “is or will be” published in my account. I have a question regarding reimbursement for candidates attending the case study and Croatian language knowledge tests. The Rules state:
No contribution shall be paid for participation
- in tests forming part of the assessment centre session but which are being organised in the candidate’s Member State (place of residence).
If I interpret it correctly, the article states that the candidates whose place of residence is in any of the Member States, and who take their tests in their own Member State will not be reimbursed on travel/accommodation expenses.
However, Croatia is not a Member State, thus, the rule should not apply, as far as I can tell. If this is indeed the case, it should follow that the candidates whose place of residence is >200 km away from the test centre (which is in Zagreb), such as myself, should be reimbursed.

This test is competency based, the following competencies will be tested: analysing & problem-solving; communicating; delivering quality and results; prioritising and organising.

Does this mean that instructions for the case study will instruct candidates to disregard their general knowledge, or they are still expected to apply it if applicable?
The sample case study (http://europa.eu/epso/doc/mock_casestudy_en.pdf) says:
“Participants are therefore advised to rely solely on the information presented in the exercise and not on any prior expertise when responding to questions.”
If the actual case study will contain such instruction, what is the extent of it?
Are the candidates supposed to forget about e.g.:
- the existence of EU, general principles and ideas upon which it was(is being) built, history, and institutions?
- the fact there is a currency named Euro?
I know I have exaggerated in these examples, but I would really like to know the extent of such instruction.

I have couple of questions regarding the case study and Croatian language test (AC for EPSO/AD/244/12) .
1) Why is the case study written manually which is different to the common CB practice while the allocated time is the same – 1.5h? I feel we’re being put in a difficult situation since it’s much easier to structure and manipulate with text or correct errors on a computer than a written paper. Not to mention readability issues.
2) In the case study manual it states “..you will be asked to solve, or react
to, solely on the basis of the material available”. So we are not allowed to use external (our professional) knowledge but only information provided?
3) Can we have any indications how the Croatian language test will look like? I don’t know if you know, but Croatian translators had in their CBT quite awkward Croatian language test where many failed to achieve 80%. Should we expect the same concept for our test?

Dear Janko,
1) The case study is not always computer based. This depends on the test structure and on the availability of our test centres. The structure of the case study is of course adapted to the chosen support (computer-based or on paper). Please also remind that all candidates of the competition will be in the same situation.
2) You are allowed to make logical assumptions where information is missing or incomplete. However, please pay attention to the fact that according to the Notice of competition, only general competencies are tested in this competition, so knowledge in the field will not be scored.
3) Yes, this is the kind of language test you will have.
