I gave my first speech on internet neutrality this afternoon. This debate is only just starting in Europe, because thankfully we’ve had good regulation and competition thus far to help us deal with this emerging issue.

I come to the debate with the belief that Internet users should be able to access and distribute the content, services and applications they want. Content providers and network operators should have the right incentives and opportunities to keep investing and innovating.

If further regulation is required to achieve this, it would have to be based on specific justifications. It’s not yet clear if further regulation is needed. Whatever happens, I will be a launching a full-scale public consultation before the summer.
