نيلي كروس تعين كارل تيودور تسو جوتنبرج لتعزيز حرية الإنترنت في العالم
بروكسل، 12 ديسمبر 2011، دعت نيلي كروس، نائبة رئيس المفوضية الأوروبية السيد كارل تيودور تسو غوتنبرج، الوزير السابق للدفاع وللإقتصاد وللتكنولوجيا بألمانيا لتقديم المشورة بشأن كيفية توفير الدعم المستمر لمستخدمي الإنترنت والمدونيين ونشطاء الإنترنت الذين يعيشون تحت حكم أنظمة استبدادية. ويمثل هذا التعيين عاملا أساسيا في “استراتيجية لا لقطع الإتصالات” وهي استراتيجية جديدة تهدف الى تعزيز التزام الإتحاد الأوروبي بضمان احترام حقوق الإنسان والحريات الأساسية على جميع الاصعدة بما في ذلك على شبكة الانترنت بما يضمن استمرار دور الإنترنت وتكنولوجيا المعلومات والإتصالات الأخرى كمحركا للحرية السياسية والتنمية الديمقراطية والنمو الإقتصادي.
وتسعى كلا من كاثرين آشتون الممثلة السامية للإتحاد الأوروبي ونائبة رئيس المفوضية الأوروبية ونيلي كروس نائبة رئيس المفوضية الأوروبية للتأكد من التعاون والوثيق بين الإتحاد الأوروبي والدول الأعضاء من أجل تحقيق هذه الأهداف، ودعم التوجهات الاساسية لبناء وتعزيز حرية الإنترنت والديمقراطية في دول ترى أوروبا أنها تفتقد الى الإنترنت المفتوح والنابض بالحياة كمعيار اساسي أو تلك الدول التي تحدث بها إنتهاكات صارخة لحقوق الإنسان.
سينسق كارل تيودور تسو غوتنبرج مع الدول الأعضاء والدول الاخرى والمنظمات غير الحكومية الملتزمة بالعمل في هذا المجال وسيقدم المشورة بشأن كيفية تطوير الإستراتيجية بطريقة منسقة وفعالة.
ستساعد “استراتيجية لا لقطع الإتصالات” الناس في أربع اوجه:
1- تطوير وتوفير الأدوات التكنولوجية لتعزيز الخصوصية والامن عند استخدام تكنولوجيا المعلومات والإتصالات لأولئك الذين يعيشون تحت حكم أنظمة غير ديمقراطية.
2- تثقيف وتوعية الناشطين بشأن الفرص التي توفرها تكنولوجيا المعلومات والإتصالات ومخاطر استخدام هذه التكنولوجيا. لا سيما فيما يخص مساعدة الناشطين للإستفادة المثلى من أدوات مثل شبكات التواصل الإجتماعي والمدونات مع توعيتهم ضد مخاطر المراقبة عند الإتصال عن طريق تكنولوجيا المعلومات والإتصالات.
3- جمع استخبارات عالية الجودة حول ما يجري “على أرض الواقع” من أجل رصد مستوى المراقبة والرقابة في اي وقت ومكان معين.
4- التعاون. تطوير طريقة عملية لضمان أنه بإمكان جميع أصحاب المصلحة أن يتبادلوا المعلومات حول انشطتهم وتعزيز العمل المتعدد الأطراف، وبناء تعاون اقليمي لحماية حقوق الإنسان.
وقالت السيدة كاثرين اشتون: “ان سياسات حقوق الانسان ليست مجرد اضافة فهي الرابط الاساسي لكل انشطتنا. ان حق الاتصال الحر جزء اساسي من حقوق الانسان. ولقد اضحت الانترنت ومواقع التواصل الاجتماعي وسائل مهمة لنشر حرية التعبير. ولهذا يصمم الاتحاد الاوروبي على مقاومة فرض اي قيود غير مبررة على الانترنت والوسائط الجديدة الاخرى. لذا يسعدني اعلان دعمي لاستراتيجية لا لقطع الاتصالات.
وقالت السيدة نيلي كروس: ” بإمكان التكنولوجيا أن تدعم حقوق الإنسان، ولكن يجب علينا ضمان عدم استخدامها ضد المناضلين من أجل الحرية. أريد من كارل تيودور تسو غوتنبرج أن يدعم هذه القضية مع الحكومات والمنظمات غير الحكومية وأن يضمن أن تحصل على الإهتمام والتركيز والدعم الذي تستحقة”
خلفية
الزم البيان المشترك “شراكة من أجل الديمقراطية والإزدهار المشترك مع دول جنوب البحر الأبيض المتوسط (بيان رقم 200 لسنة 2011) المفوضية بتطوير أدوات تسمح للإتحاد الأوروبي، في الحالات المناسبة، بمساعدة منظمات المجتمع المدني أو المواطنين للاتفاف على الاجراءات التعسفية التي تهدف لعرقلة للوصول إلى تكنولوجيا الإتصالات الإلكترونية بما في ذلك الإنترنت.
وذلك عقب وجود ادلة لحدوث تلك العرقلة او محاولات لاحداث تلك العرقلة من قبل الحكومات الإستبدادية خلال انتفاضة الربيع العربي ، على سبيل المثال في مصر.
إن تمكين المواطنين الذين يعيشون في ظل حكومات استبدادية من تجاوز تدابير المراقبة والرقابة يعتمد على شرطين أساسيين: توافر التكنولوجيات المناسبة ( لاسيما في البرمجيات التي يمكن تثبيتها على الحاسوب الشخصي، أو الحاسوب المحمول، أو الهواتف الذكية أو الاجهزة آخرى) ، والوعى – المعرفة بالأساليب المستخدمة من قبل الأنظمة الإستبدادية للتجسس على المواطنين وفرض الرقابة على الإتصالات الخاصة بهم والتدابير المضادة المناسبة التي يمكن ان يستخدمها المواطنون.

Neelie Kroes and her adviser Karl-Theodor Guttenberg cannot be trusted. The EU is not even able to guarantee freedom of press in its own member countries (e.g. in Hungary). Neelie Kroes has in the past been criticized for her involvement in arms deals. Guttenberg is known for his support for internet censorship infrastructure and data retention laws. This whole “no disconnect” initiative is a scam to support EU foreign policy interests and – as a side effect – push Karl-Theodor Guttenberg back onto the political stage which he had to leave because he is a fraudster.

4 main reasons why no activist on the ground should try Mr zu Guttenberg
I) His long term connection with the U.S. Council of Foreign Relations and the Kissinger affiliated Atlantic-Bridge as well as the thinktank CSIS looks like a threat to anybody who is a dissident in their country,
a) Who is Mr zu Guttenberg really representing the EU or some neo-conservative think-tank (the CSIS)?
b) Who is the CSIS and what are it aims? What are it’s connections? Does it represent a danger to people who get in touch with them on the ground?
c) What goals is he, the CSIS and the “No Disconnect” strategy representing? How will he, the CSIS, the EU try to archieve them?
d) Why was he talking about cyber warfare in his recent appearence at the EU press conference?
e) Why was he legitimizing the use of blocking technology in the EU? How does that help people who have to fight blocking infrastructures in their homecountry?

II) Mr zu Guttenberg is less than believable to fight for internet freedom, als he has been fighting for a blocking infrastructure in Germany, that was expected to use a secret blocking list, with blocking decisions being taken by the police without the involvement of a judge or any other sort of due process.
He did this while being the Minister of Commerce (8 months), his office drafted the law. His wife as a president of a child charity (Innocence in Danger) was promoting the law. Also Innocence in Danger was pivotal to the push for mandatory blocking of webpages on the EU level (child exploitation directive)
III) Mr zu Guttenberg is not trustworthy, he seems to not have political principles of his own, except catering to his fame. He changes his mind frequently and doesn’t face the consequences of his actions, as could be seen in at least 3 affairs while during his term as Minister of Defense in Germany (17 months).
a) Kundus Bombing, where he denied to have known that more than 100 civilian afghans were killed and discharged two high ranking officials who could prove differently
b) Deaths on the Sailing Ship “Gorch Fock”, where he disharged the captain for being too harsh to the crew (when pressured by the german tabloid “Bild”). The captain was later rehabilitated but did not regain his command.
c) When it became known that he fraudulently obtained his Dr. (German PhD) he denied the claims first and tried to trivialize it later, claiming he was working “unorganized”. Having in mind that the entire opening of his PhD thesis is copied from a famous swiss news paper this seems less than believable. So actually he never really admited his wrong doings, blaming others for his downfall – only regretting the consequences not his actions that lead to them.

One thing anybody who considers working with Mr Guttenberg should have in mind: He has the habit of not finishing things and leaving them in a bad state for other people to mop up after him (for example reformation of the german army, that now painfully is being realized by Minister de Maizere)

Dear Mrs. Kroes,
can you please elaborate how “no disconnect” would be compatible or intergratable with ACTA’s required surveillance infrastructure and it’s general implications on free speach? Does “no disconnect” mean, ACTA should not be ratified by the EU or will it even be dropped?

نيل كروس ومستشارها جوتنبرج كارل تيودور لا يمكن الوثوق بها. الاتحاد الأوروبي ليست قادرة حتى على ضمان حرية الصحافة في الأعضاء الخاصة به البلدان (على سبيل المثال في هنغاريا). نيل كروس في الماضي لانتقادات لتورطها في صفقات الأسلحة. جوتنبرج معروف بتأييده لقوانين الاحتفاظ بالبنية الأساسية وبيانات الرقابة الإنترنت. هذه المبادرة برمتها “لا قطع” هو عملية احتيال لدعم مصالح السياسة الخارجية في الاتحاد الأوروبي و – كأثر جانبي – دفع جوتنبرج كارل تيودور مرة أخرى على الساحة السياسية التي كان عليه أن يغادر لأنه هو المحتال.

méfiez-vous de ça, c’est du gros bidonnage ! Ni Mme Kroes, ni le beau baron et faux jeton de Guttenberg n’est suffisamment fiable. Ce dernier était tout au contraire un supporter ardent et lobbyiste clandestin d’un état policier et de la censure en ligne. Lui, c’est littéralement un loup deguisé en berger…

The EU does not even manage to support the German working language, the language mostly spoken in Europe! They always state reasons, lack of money etc.
But they spam us with Arab messages for net freedom because its fashionable, while they limit our freedom online with their legislative proposals and force ACTA upon us. These arab spring uprisings are INTERNAL MATTERS of these other nations. That is not our business. Article 2 UN Charter applies. The Digital Commissioner has no mandate for that, it is not her office’s competence to enter the field of foreign policy.
