Creative Hubs Youth Employment Pilot

The Directorate General for Education and Culture would like to explore together with creative hubs the role the hubs can play in supporting young people to find meaningful and remunerated jobs in a labour market shaped by the gig-based economy. In support to this pilot, the EU Policy Lab has teamed up with Cat Drew, project director at Uscreates; and have consulted with the European Creative Hub Network’s coordination team (ECHN) for a pilot activity that aims to prototype and test a tool for creative hubs to self-assess and position their activities in support of young people.
Sign up for the pilot activity if:
- outreach and support activities aimed at young people (e.g., aged 15-29) are (or could become) part of your creative hub’s core activities and mission;
- you are interested in a strategic reflection on how to shape these activities to match your objectives with the needs of young;
- you want to position your activities in relation to the activities of public authorities and potential funding streams;
- you want to work with design-based methods to develop your self-reflection capacity.
What is expected from you?
The pilot will bring together creative hubs, young people whom they have been in contact with, and local organisations (including public agencies) dealing with youth employment. The EU Policy Lab team will take care of the bulk of the work, but you as a hub will have to help us get in contact with young people with whom you are working, as well as your local public authorities. We will map your values, visions & actions and want you to participate in an exploration and co-design workshop. You should also be ready to share your insights with other hubs. This means that you have to invest an estimated total of 2-3 working days over the whole activity. The findings of the pilot phase will then be presented in a workshop organised by the EU policy lab in partnership with the European Creative Hubs Network.

Youth unemployment is a major challenge in Europe which is being aggravated with the 4th industrial revolution, where paid regular jobs have become a thing of the past. The cultural and creative sectors have an important role to help find in particular young people to adapt to this situation and to find their way with new forms of work and the challenge as of how to make a living. Creative hubs can help the young to develop their cultural and creative, as well as social and entrepreneurial skills to make them better equipped to find or create their own jobs. This role takes on in importance with the growth of the digital economy.
This pilot is part of Lab Connections, a European Parliament funded pilot project aiming at bridging the gap between EU policymaking and Europe’s citizens. This particular pilot is carried out together with the European Commission’s Directorate-General for Education and Culture (EAC) in cooperation with the Directorate-General for Employment, Social Affairs and Inclusion.
The pilot reflects the ambition of the Joint Research Centre to focus its attention on urban innovation and the role of culture and creativity. We believe that working with creative hubs can bring in more qualitative insights alongside our more quantitative work, such as the Cultural and Creative Cities Monitor or the cultural and employment statistics as part of Eurostat’s work.
