Have your say on the SME definition!

The European Commission is currently preparing for an evaluation and possible revision of some aspects of the SME definition and is inviting any interested actor to provide feedback on its evaluation and impact assessment.

The SME definition is a widely used tool in EU policies such as competition (state aid), structural funds, research and innovation (Horizon 2020).

Moreover, the SME definition is relevant for some European administrative exemptions and reduced fees, such as for Regulation on registration, evaluation, authorisation and restriction of chemicals (REACH).

Targeted consultation on the draft Guidance on Public Procurement of Innovation

On 3 October 2017, the draft Guidance on Public Procurement of Innovation was announced as part of the Public Procurement Package from the European Commission.

This Guidance is part of the ongoing work of the European Commission to encourage wider uptake of public procurement across the EU. In addition to the modernisation of public procurement rules in 2014, the European Commission has been exploring the area of public procurement of innovation as a means to ensure sustainable growth, job creation and innovation across the European Single Market.

The Guidance covers four main areas:

  • added value of public procurement of innovation
  • policy related considerations
  • tools attracting innovative suppliers through procurement policy decisions
  • tools for designing innovation-friendly tenders, including explanation and interpretation of legal instruments under the modernised public procurement directives from 2014.

This document will be open for public consultation in order to gather stakeholder feedback until 2 January 2018. If you are an interested stakeholder you can read more here about how to respond to the consultation.

Public Consultation on the SBA

The European Commission has launched a public consultation to help upgrade the EU’s Small Business Act (SBA).

The Small Business Act for Europe reflects the Commission’s political will to recognise the central role of SMEs in the EU economy, putting into place a comprehensive SME policy framework for the EU and its Member States.

The SBA includes a wide-ranging set of measures that are designed to aide small companies and has already proved to be a good basis for SME policy. The SBA is built upon the exchange of best practices, support for internationalisation and entrepreneurship as well as access to finance (implemented via the financing instruments of CIP and COSME), it encourages EU countries to take up effective solutions that have worked elsewhere and to come up with equally good ideas themselves. Combined with strong initiatives for smart regulation it has contributed to SMEs’ ability to weather the economic crisis.

The main question of the consultation is what do small and medium sized enterprises in Europe need from future EU policy?

The Commission seeks further input on the SBA from all interested parties, including entrepreneurs and business organisations, to help ensure the SBA is fit to meet future challenges.
